The development ordinance regulates the growth and development of land within the town. It encompasses rules related to zoning, subdivision, environmental regulations, and other aspects of new construction and redevelopment. The regulation is consolidated into a single legal document called the Unified Development Ordinance (UDO). The rules and regulations of the UDO are tools that guide development.
On July 15, 2024, the Town adopted a Land Use Plan to document the Town’s vision for the future. A year-long project of data gathering and community engagement went into the Plan. The plan is focused on a family-oriented community offering residents affordable, quiet, safe neighborhoods, a vibrant downtown, easily accessible employment opportunities, and a variety of local dining and shopping experiences and implementing that focus is a core measure of the Town's health and well-being.
The current UDO does not include all the tools it needs to shape the growth and management of the Town consistent with the Land Use Plan. This project will update the UDO to improve how it guides Town growth in concert with the Plan. The UDO was adopted in ____. The document has been updated over the years to comply with changes in state legislature but has never been completely revised. The UDO is missing some of the tools necessary, for instance, for a greater variety of housing types.
The UDO will be founded upon the Vision and Goals of the Plan and will support the Future Land Use Map which depicts the intended development pattern for the Town. A Steering Committee will guide the process. The consultant will work closely with Town staff, County staff and regional planning and regulatory agencies to ensure the resulting regulation considers all aspects of development. The project is expected to take about a year from it's beginning in December, 2024.
